Telemetry/
RTA Procedure/Driver Interventions
Following the successful negotiation of agreements
on Driver Risk Assessments and the initial introduction and piloting of
Vehicle Telemetry, earlier this year the Union has been engaged in national
discussions with Royal Mail on a further suite of agreements under the banner
of Keeping our Drivers Driving
which includes how information gained from telemetry will be used
operationally and in individual cases.
Discussions have centred on establishing a joint
Royal Mail/CWU approach to driver related issues based on a remedial rather
than punitive objective and have encompassed talks on a revised Road Traffic
Accident (RTA) Procedure, to be renamed the Driving Safely Procedure and
counselling, support and training initiatives/interventions. While good
progress has been made, Branches are advised that at this time no final
agreement has been reached and as such the current RTA Procedure and
associated processes remain in place.
Unfortunately, CWU HQ has been made aware that Royal
Mail in some areas are attempting to unilaterally introduce amended Telemetry/
RTA processes which have never been agreed at the national discussions.
In some cases managers have presented un-agreed telemetry processes as
Health and Safety initiatives, an approach which will undoubtedly undermine
national talks if allowed to continue.
Nationally we understand information emanating from
telemetry is sensitive and for that reason alone it will take a nationally
agreed process to ensure it is used in a fair and consistent way. Until such
time as national negotiations are concluded and agreement reached, Branches
are strongly advised not to enter into any local discussions or agree any
amended RTA/Telemetry arrangements.
Furthermore Branches are requested to bring any proposals received to
the attention of CWU HQ as a matter of urgency.
Branches are asked to give the contents of this LTB
the widest circulation and will of course be advised of developments in due
course.
